Why does Britain come to a total standstill when there's the slightest bit of snow?!

They are too stupid to notice
My flatmate was in Canadia for a while a few years back. He managed to get Scottish TV on the interweb and reported how his hosts loled heartily at our civilisation coming to a standstill in 8 inches of snow while they where under 2 meters. Hamazin.
